While it's not bad per se, it's lost all of the witty kinetic magic that made the last three so fun (despite the flaws of the last two). Gone are the imaginative fight sequences, replaced instead with generic sword swinging and explosions. Gone are the funny (or scary) and unique characters, replaced instead with newcomers like "Generic Latina Woman A" and "Generic Evil Pirate B", or whatever it is that they were called. At no point do we ever care about what's happening, and even the built-up ending is massively anticlimactic and over in minutes. Dead Man's Chest and At World's End might have been a mess narratively, but at least they were undeniably fun. Here, I'm not sure if I could say even that.
